The State Chancellery of the Republic of Latvia in co-operation with the Main Department of the Civil Service of Ukraine, the Ministry of Finance of Estonia and the Institute of Administrative Sciences "Paul Negulescu" of Romania carried out The 5th Annual Public Management Summer Institute "Restructuring Government to Overcome Crisis" in Latvia. The Summer Institute took place in the period 17 – 21 August 2009.

The 5th Annual Public Management Summer Institute "Restructuring Government to Overcome Crisis" was organised as part of the "Government action in response to economic downturn – Crisis management" multi-country activity initiated by the State Chancellery in Latvia, which ran in partnership with Programme Administration Office Department of the Civil Service in Ukraine and the Public Administration Department within the Ministry of Finance in Estonia.
