A chapter of the International Institute of Administrative Sciences (IIAS), the Hellenic Institute of Administrative Sciences (HIAS) was founded in 1979. It was one of the earliest to accede to IIAS and has long been represented on the organisation’s Executive Board. It actively participates in all of IIAS major events. In July 2001, HIAS organised what is still reported as the most successful International Congress of the IIAS, at the Astir/Vouliagmeni Complex. The Congress was opened by the then President of the Republic at the Acropolis. The IIAS has since described this event as 'la pierre blanche' in the history of the IIAS.
In this decade, HIAS has sponsored and organised two regional fora in Thessaloniki, in close collaboration with the RCPAR. The first international forum was held on 31 March and 1 April 2006, where HIAS hosted around 40 participants from 13 countries in a two day workshop on e-government applications in the service of citizens. In 2008, another forum was held in June, focusing on structures and processes for consultation and the advancement of transparency in enhancing the quality of public administration. More than 30 participants from 15 countries in the region presented relevant country experience and engaged in discussions related to the issue of transparency in public administration.
The third regional Forum is due to be held on 23 and 24 April 2010. The accent will be placed on the regulatory process and the role of the State. Once more, the Forum is envisaged as a joint HIAS/RCPAR activity.
