The main purpose of this activity was to increase the expertise of public administrators in the region in restructuring the government to overcome crisis. By mid-April, the partners had already successfully organized the 5th Annual Public Management Summer Institute, two follow-up workshops on the impact of the crisis on human resources management, and functional reviews, and a final evaluation meeting. Individual event reports have been produced for all events, and the final report was completed in July 2010.

In co-operation with the RCPAR, the State Chancellery of the Republic of Latvia will organise the 6th Annual Public Management Summer Institute "Policy planning: necessity, institutional framework and tools" in Latvia. The overall aim of the Summer Institute is to strengthen the expertise of public sector managers in the region and to ensure successful implementation, monitoring and evaluation of plans. The intended outcome is to improve the knowledge and skills of mid and high level civil servants, academics and representatives of non-governmental organizations (NGOs) in the region in policy planning, and for the long-term, to increase the participants' motivation for change. A third outcome is the strengthening of professional networking and sharing of experiences and best practices.
