The overall purpose of IQUAL was to enhance the effectiveness of public administration reforms in partner countries by introducing and developing total quality management principles and models. The specific objective of the activity was to build capacity in the participating countries to allow them to deploy quality management tools in the public sector, through an imporved understanding of the Common Assessment Framework (CAF) model. The activity was finalised in July 2010.

The aim of the project is to reduce the administrative burden for SME development in partner countries. The project consists of training events by the public administrators, discussion forums, survey of the current SME regulations in partner countries and extensive consultations. The planned activities are: to conduct a survey of the current SME regulations on starting a business, to develop a standard cost model application for each country by drafting a proposal with recommendations, and to organize seminars and consultations with practitioners.

The project idea is based on the 12 good governance principles formulated in the strategy on innovation and good governance at local level. The scheduled activities will be: to conduct three surveys of the legal framework at national/regional/local level to the extent that it requires actions leading to good governance principles application, to depict the existing good practices, supporting the good governance at local level, to use the survey and the practices as a base for elaboration of practically oriented handbooks on GG at local level, to conduct a Distance Learning course on good governance at local level for 15 participants from each country, and to prepare an edition in the three languages of the good practices from the three participating countries.

The main purpose of this project is to develop training courses targeted to local government officials. Main themes of the courses would be: relations between local and central level, representation of the needs on central level, unused opportunities for cross-border cooperation, European Union, IMF, UNDP and local governance funding possibilities, common trends in financial and personnel management for local governments, and challenges and innovations for the future (e-governance, demographic trends, immigration etc.).
